Chapter 32

The monthly meeting of the board of directors of the Troy Community Council began promptly at nine a.m., led by its president, Howard Singer MSW. Marvin Manville, treasurer and vice president of human resources, gave the monthly treasurer’s report, which was not promising. The board was uneasy and started to question exactly what was going on. Howard jumped in and said that the cash flow was suffering because it was taking longer to collect from Medicaid than expected.

The chairman, Craig Livingston, said to Howard Singer, “I thought signing the demand note for the building owner freed up a lot of cash that was owed for past due rent.”

Howard nodded. “We still have some issues, and that helped, but we’re down about $250,000 this year from lower revenue generation, which also affects cash flow.”

“The lower income came from doing away with the career center, didn’t it? How can you make that revenue up? The expenses haven’t gone down accordingly. Yes, you saved on two or three salaries but transferred a few people over to other departments with no income to cover them. How’s that working out?” he said with a not-so-pleasant facial expression.

“It will take time to build up our Medicaid areas, and when that happens, the collections will catch up with what we lost in the transfer.”

“Really? I don’t believe it,” piped in another board member.

Howard looked to Marvin to save him, but the man simply sat there like it wasn’t his problem. Howard was now officially peeved. He’d have a word with Marvin after the meeting.

“By the way,” Mr. Livingston said, “What’s the construction going on all around us? Is there a new building going up and, if there is, what it is? It seemed to happen overnight. A few weeks ago there were quite a few houses surrounding us. They were derelict and city-owned--most of them anyway--but now they’re gone. Why?”

“We don’t know,” Marvin said, finally. “We’re looking into it. We’ve got a call into the city, but it looks like they’re stonewalling us for some reason. I was thinking of filing a FOIL or Freedom of Information Law document to see what’s happening. We’ll let you know at the next meeting.”

The chairman stepped in, looking at both Howard and Marvin. “Let us know as soon as you know. Anything could happen in the meantime. Maybe with the construction, we should look at buying this building. If we could get it on the cheap, maybe Mr. Freeman would forgive the demand note and even donate the building to us. It needs work, but I still think it’s worth looking into. Don’t you?”

“Yes, sir. We’ll do that.”

“One last thing,” said a board member down at the end of the room. “Who knows where Jack Manning is these days? Anybody? You know, if we met with him, maybe he’d let bygones be bygones and help us out financially. What’s he worth now, about three hundred million dollars? It’s worth a shot. Don’t you think?”

“We’ll look into that as well, if he’s around.
